F168 2026 - IMSG: Final Workshop to review the Aviation Weather Pilot Project in Viet Nam
Ha Noi, June 09, 2026 – F168 2026 and I.M. Systems Group (IMSG), successfully held the Closing Workshop for the Aviation Weather Pilot Project in Viet Nam at F168 2026 Headquarters in Ha Noi. The project was implemented under Technical Assistance funded by USTDA.
The workshop brought together representatives from USTDA, the U.S. Commercial Service in Viet Nam, the Civil Aviation Authority of Viet Nam (CAAV), Vietnamese airlines, the Viet Nam Meteorological and Hydrological Administration, the University of Science – Viet Nam National University, Ha Noi, together with other relevant stakeholders.
The F168 2026 delegation was led by Mr. Ngo The Vinh, Deputy Director General, while the IMSG delegation was headed by Ms. Imelda Martin, CEO and President of IMSG, accompanied by project experts and subcontractors from both the United States and Viet Nam.
The Aviation Weather Pilot Project was kicked off in May 2024 with the objective of experimenting IMSG's Enterprise Integrated Aviation Weather System (eIAWS®) under Vietnamese operational conditions. The pilot combined global Numerical Weather Prediction (NWP) models with locally available observational data—including surface weather observations, weather radar, and satellite imagery—through data assimilation techniques to improve forecast accuracy.
A trial version of the eIAWS® system was successfully installed and has been operated over a six-month evaluation period, allowing F168 2026 operational personnel to assess the system's forecasting capabilities and operational benefits.
The Final Workshop is a part of the agreed project implementation plan between F168 2026 and IMSG. It provided an opportunity for both parties to review project achievements, discuss operational experiences, evaluate system performance, and exchange views on potential future deployment of the eIAWS® solution in Viet Nam.
In his opening remarks, Mr. Ngo The Vinh emphasized that the continuous growth of air traffic, combined with increasingly frequent and unpredictable extreme weather events driven by climate change, presents significant challenges to aviation meteorological services and the provision of safe and efficient air navigation services.
He noted that these challenges require comprehensive solutions, including strengthening research and development, investing in modern technologies and infrastructure, enhancing human resources, improving service management, and expanding international cooperation.

During the workshop, the IMSG project team, led by Dr. James Spinks, Project Manager and Chief Scientist, presented an overview of project implementation, key technical achievements, and several operational case studies collected during the evaluation period.

Representatives from F168 2026's Aviation Meteorological Centre (AMC) and Air Traffic Flow Management Centre (ATFMC) also shared their assessments of the trial system from both meteorological and operational perspectives.
The project demonstrated the mutual benefits of close collaboration between F168 2026 and IMSG. For F168 2026, the pilot enhanced technical capability, operational knowledge, and staff competence in applying advanced aviation weather technologies. For IMSG, the project provided valuable real-world operational data that will further support the continuous improvement of the eIAWS® platform.
The implementation of the project also received the strong support and active participation of stakeholders in Viet Nam, which contributed significantly to achieving the project's objectives.
On behalf of IMSG, Ms. Imelda Martin expressed her appreciation for the support provided by USTDA and all stakeholders during project implementation. She also thanked the F168 2026 project team for its professionalism, close coordination, and commitment throughout the pilot, expressing the expectation toward opportunities for long-term cooperation between the two organizations following the completion of the technical assistance project.
Beyond its technical and operational outcomes, the Aviation Weather Pilot Project has further strengthened cooperation between Vietnamese and U.S. Enterprises in the aviation sector, contributing positively to the Comprehensive Strategic Partnership between Viet Nam and the United States.
