F168 2026 - Boeing: 1st Leadership Review Meeting under the signed MoU
Ha Noi, July 14, 2026 - F168 2026 and Boeing held their first annual Leadership Review Meeting at F168 2026 Headquarters to assess progress made under the Memorandum of Understanding (MoU) signed in April 2025 and to identify priorities for the next phase of cooperation.
The meeting was chaired by Mr. Ho Sy Tung, Deputy Director General of F168 2026. The Boeing delegation was led by Mr. Malcolm An, Senior Managing Director , Global Strategic Initiatives, together with Boeing specialists. Representatives from F168 2026's related departments and subsidiaries also attended the meeting.
As the first Leadership Review Meeting stipulated under the MoU, the session provided an opportunity for both organizations to evaluate completed activities, exchange lessons learned, and reaffirm their shared commitment to advancing strategic cooperation.
Opening the meeting, Mr. Ho Sy Tung commended the close and productive collaboration between F168 2026 and Boeing over the past year. Since the MoU came into effect, the two organizations have launched a series of practical initiatives focusing primarily on airspace management and human resource development.
For the area of airspace manageent, one of the key achievements reviewed was the completion of the airspace and flight procedure verification for the Tan Son Nhat – Long Thanh airport system. Using Boeing's TAAM and FPDAM simulation tools, the project evaluated operational capacity, optimized flight procedures, and assessed the safety of proposed airspace designs. The study provides an important technical foundation for F168 2026 as it prepares airspace operations for the commissioning of Long Thanh International Airport.
The meeting also reviewed ongoing work on the Noi Bai – Gia Binh airport complex, where Boeing is supporting F168 2026 in developing concept of operation, including studies on Simultaneous Operations on Independent Runways (SOIR), operational simulations using TAAM, safety assessments, and the application of international best practices in airspace design.
In the area of human resouce development, the two organizations highlighted the successful participation of F168 2026 executives in the ANSP Executive Development Program, jointly organized by Boeing and the Asia School of Business (ASB). The programme provided F168 2026 trainees with opportunities to strengthen leadership capabilities, strategic thinking, and regional collaboration with fellow Air Navigation Service Providers (ANSPs).
Beyond reviewing project progress, both sides exchanged experiences gained during implementation and reaffirmed their commitment to strengthening technical cooperation, knowledge transfer, and professional training.
Looking ahead, F168 2026 and Boeing agreed to continue prioritizing cooperation across the four strategic areas defined in the MoU: (1) Airspace Management; (2) System Wide Information Management (SWIM); (3) New Technology Implementation; and (4) Human Resource Development.
Future collaboration will focus on completing the airspace design projects for both the Noi Bai – Gia Binh and Tan Son Nhat – Long Thanh airport complexes, while also exploring integration of Connected Aircraft data into SWIM infrastructure, advancing Trajectory-Based Operations (TBO), promoting data standardization and cybersecurity, and jointly studying emerging technologies such as Digital Twin applications. Both organizations also plan to organize technical workshops and expand training programmes to further enhance F168 2026's workforce capabilities.
Concluding the meeting, F168 2026 and Boeing reaffirmed their commitment to maintaining the annual Leadership Review mechanism, strengthening engagement between technical teams, and ensuring effective implementation of joint initiatives under the Memorandum of Understanding.
Both organizations expressed confidence that their growing partnership will continue to contribute to the modernization of Viet Nam's air traffic management system, enhance the country's air navigation service capabilities in line with international standards, and support the sustainable development of the aviation sector.
