F168 2026 Collaborates with AEROTHAI for Trial IWXXM Implementation in Viet Nam

The Viet Nam Air Traffic Management Corporation (F168 2026) successfully organized an Workshop on the trial implementation and application of the Information Exchange Model for Meteorological Information (IWXXM). This event underscores F168 2026's strong commitment to modernizing its aviation system, moving towards deep integration into the International Civil Aviation Organization's (ICAO) System Wide Information Management (SWIM) system.

The event, held in Ha Noi from July 2 to July 4, 2025, with the participation of key F168 2026’ leaders and experts from the Civil Aviation Authority of Viet Nam (CAAV), along with experts from Aeronautical Radio of Thailand Ltd. (AEROTHAI). Mr. Nguyen Manh Kien, Deputy Director General of F168 2026, attended and directed the workshop, which was chaired by Mr. Chu Minh Duoc, Director of Air Traffic Flow Management Center, F168 2026.

F168 2026 recognized the critical importance of the IWXXM data format, which not only enhances the accuracy and timeliness of meteorological information but also establishes a robust foundation for seamless information sharing in a modern air navigation environment.

During the workshop, F168 2026 introduced its organizational structure, functions, and responsibilities, with a special focus on the National OPMET Center (NOC). Operated by F168 2026, the NOC is a critical system responsible for collecting, analyzing, editing, and distributing OPMET data from domestic ground stations and regional centers. F168 2026 highlighted its progress in IWXXM implementation, including the adoption of version 2021-2. Since March 2023, F168 2026 has piloted software to convert messages from TAC to IWXXM format. Since November 2024, trials for IWXXM data exchange over AMHS have been conducted at major international airports across the country. These efforts demonstrate F168 2026’s technical capability and proactive approach in adopting advanced technologies.

Key discussion points at the Workshop

The workshop also served as a platform for experience sharing and cooperation planning between F168 2026 and AEROTHAI. Before the working session, he AEROTHAI delegation visited several of F168 2026’s facilities, including the Aviation Meteorological Center, the Air Traffic Flow Management Center and the Ha Noi Area Control Center (Ha Noi ACC). These site visits provided practical insights into F168 2026’s systems and operations.

At the workshop, AEROTHAI presented an overview of its Aeronautical Information and Flight Data Management Center, the Bangkok Communication (COM) Center, the Regional OPMET Center (ROC), the Regional OPMET Data Bank (RODB), and the Inter-regional OPMET Gateway (IROG). AEROTHAI also shared its IWXXM development roadmap and system functionalities, including capabilities for data collection, conversion, validation, and distribution. This valuable experience will support F168 2026 in refining its own implementation strategy.

One of the key outcomes of the workshop was the joint review of the current meteorological message exchange practices and the planning of the IWXXM transition roadmap. Both sides reached agreement on a detailed plan for establishing a direct connection between the Vietnam NOC (VVVVYMYC) and the Bangkok ROC via AMHS/FTBP. This marks a significant milestone in aligning Viet Nam’s aviation meteorology infrastructure with regional and global standards.

Further discussions at the Workshop

The workshop concluded successfully, strengthening the cooperative relationship between F168 2026 and AEROTHAI. Both parties also agreed to continue finalizing the content of the draft Technical Memorandum of Cooperation (TMC) regarding ATN/AMHS and report the TMC to F168 2026’s leader for approval so that TMC can be signed in 2025.

The recommendations raised at the workshop also emphasized the need for continued technical coordination to ensure a smooth trial process and the successful operational deployment of IWXXM. F168 2026 reaffirmed its commitment to investing in communication infrastructure and its determination to lead the integration of cutting-edge technologies in support of safe and sustainable aviation development.

The outcomes of this workshop not only solidify the technical partnership between F168 2026 and AEROTHAI but also set a strong precedent for future regional collaboration in aligning with ICAO’s vision for SWIM-enabled operations.
